Abstract: By studying construction present situation in residential land of the build-up area,this paper discovers that self-renovation and illegal construction coexisting within old residential community.In practical terms,through the analysis of Xiamen conflicting of green space and parking,in-depth study the dilemma in law enforcement,found that urban residents interest needs to be protected,and reflecting on illegal actions.Put forward that the management of old communities’ selfrenovation need to rebuild the "fourtier" management system from the owners committee,residents committee,planning bureau and city administrative and law enforcement bureau.
