Abstract: The UniversityTeacherCongress is the system guarantee of university staff to exert their demo-cratic management power. It is very important to reform second-level management in colleges and universi-ties, to establish and improve the system for secondary teachersˊcongress, to promote academic law, to man-age the university according to law. Library Second-level TeacherCongress is the important means and sys-tem guarantee to in one way contact with the masses of library, and in another way to realize the rights and interests for library staff democratic management and maintenance of library education.
