Abstract: With the increasing requirement of power supply reliability,the distribution system reliability assessment becomes more and more important for the power supply reliability management.A new method for applying reliability assessment in the construction and reconstruction is proposed.Firstly,based on the reliability assessment result,the weak parts of power system and important loads are identified.Secondly,based on the analyses of weak parts,the reliability improving measures in networks,equipment,technologies and managements are presented and the benefit and cost analyses of measures are performed with the optimal construction and reconstruction projects being selected.In addition,the reliability assessment tool named CEES and its application in distribution network construction and reconstruction is introduced.Through the application to 13 medium voltage distribution feeders,it is verified that the supposed application method is practical and feasible and the CEES can guide distribution network construction and reconstruction well.
