Abstract: In order to defend the sea ice disasters in winter in North China,it is necessary to strengthen the capacity of the sea ice monitoring.Authors try to develop a software tool to simulate reflecting signal from sea ice by means of the electromagnetic wave theory using navigation satellite,The capacity of monitoring sea ice with the reflect signal of navigation satellite is discussed. The software could analyze the reflect signal features of sea ice, which is from the changes in dielectric constants, the thickness of sea ice and the satellite elevation angles. Moreover, for the purpose of checking the reliability of the simulation tool, authors carried out a sea ice observation experiment about the reflect signal near Tianjin coast. The comparison of observation data with simulation data shows that the simulation tool have the capacity of simulating the sea ice reflect signal. Therefore, the tool could be used to explain the uncertainty in observation data of navigation satellite reflect signal.
