Abstract: Bribery belongs to the typical "one-on-one" crimes with strong concealment, little confirmed documentary evidence, and high dependence on confession. As a kind of investigative measure, investigation bargaining has been expressly or implicitly adopted in practice to reduce or waive the suspect criminal penalties for conditions in exchange evidence with relative staff. There is no doubt the necessity and feasibility of the existence and taking root of investigation bargaining, a "grafting" thing. It's urgent to regulate investigation bargain from scope, procedure, effectiveness and make it reasonable and lawful to crack down on bribery.
