Abstract: contribution rate of scientific and technological progressto dairy industry was estimated in this paper using the Cobb-Douglas(C-D) production function model, based on the data of milk production, material and service costs,and labor input from 2004 to 2014 in China. The results indicated that the contribution rate of scientific and technological progress to dairy industry was 53.71% during 2004-2014, the greatest contribution to the increase of milk yield. The contribution of material and service costs and labor input to the milk production decreased sharply because of unreasonable feed structure and increased labor productivity with scale farming. Some suggestions on policy to promote the development of modern dairy industry were put forward in this paper, according to the analysis of the contribution of technological progress and input factors to output growth.
