Abstract: With the vigorous development of the Internet and the coming of the We-Media era,it is of top priority to regulate network behavior and implement the rules of law in the cyber space,which is also a key part of the contemporary social governance. Virtual network community is inherent in free speech,so the essence of governing is to protect and balance the freedom of speech. In the process,the inertial social management thinking and the government dominance,as well as the conscious or unconscious unilateralism thinking habits and behavior of the different parties of the virtual network society,interfere with the cyberspace law construction. On account of the multi subjects,non-centralism and uncertainty of virtual network community,this paper suggests eliminating unilateralism,introducing collaborative governance theory and setting up a collaborative management system consisting of the joint efforts of multiple parties in the construction of virtual network society.
