Abstract: Through an interview with research and education institutions, this paper gets the cognition and attitude of them to academic information resources open access,and explores the development ideas of Chinese open access. The idea "country-led,step by step" is more suitable for Chinese academic information resources open access, At the present stage, the Chinese should strengthen the advocacy of open access, promote the transformation of high-quality academic journals to open access journals, pay attention to the benefits of open access repositories, establish the mandatory open access policy carefully, follow the authority principle in the assessment of academic open access resources.
