Abstract: As the result of development of Goguryeo,the tributary relationship between China and Goguryeo had experienced a gradual change.From the time of Goguryeo’s rising to Southern and Northern Dynasties,there was strong political subordination and central-local tributary relationship between China and Goguryeo.After Southern and Northern Dynasties,Goguryeo,developing rapidly in this time,began to looking for equal status with China and separated itself from the strong political subordination tributary relationship to form weak subordination political relationship with China.However,with the idea of grand unification inherited from predecessors and the truth that Goguryeo had belonged to Chinese prefecture in Han and Jin dynasties,the dominators of Sui and Tang dynasties did not want this change.At the same time,on account of that Goguryeo was the significant representative for Chinese surrounding tributary system and land-door through which Silla,Baekje and Wo pay tribute to China,keeping Goguryeo’s tributary became very important.So Chinese rulers wanted to recover old tributary relationship between China and Goguryeo,which had a contradiction with Goguryeo’s developing need,and then,war between two countries had occurred.
