Abstract: Russian October Revolution and Civil War had brought a massive refugees from Russia,which became one of the most challenging problems in Europe and even around the world in the 1920’s.Soviet Russia’s recall policy and the disfranchisement decree had caused overseas Russians,who were not willing to return to Russia,to become permanent exiles.Some European countries,based on their own interests,had carried out different policies toward exiled Russians.For example,Britain adopted a strict immigration control,and trying toget rid of the responsibility for the White Army;France held tolerant attitudes towards accepting overseas Russians to fill the country’s workforce gap;Czechoslovakia gave a big hand to Russians,especially in the field of education;Yugoslavia,although accepted a lot of exiled White Army,due to its weak economy,can’t provide the sustainable life for exiled White Army;Bulgaria took exiled Russian White Army as the tool of political struggles in its domestic affairs.
