Abstract: It is a common practice for law researchers and departments of community correction to introduce a theory on socialized penalty execution to deal with the problems in China’s community correction system,which results in blindness and surplus in socialized community correction. In order to distribute the resources of community correction properly,an individual modification program or practice for people under the community correction program on the basis of restricted public participation will be an effective way to achieve a better result for the community correction system.
