Abstract: In this paper, the peak regulation ability of power plants in Shanghai and transmission characteristics of the HVDC/HVAC outside the city are investigated and analyzed. By means of power balance program(WHPS),the peak regulation situation of Shanghai power grid in the year of 2015 and 2020 are calculated and analyzed under different boundary conditions, and the peak regulation resource allocation and development strategy are proposed. Meanwhile,based on the load charac-teristic and power plants structure of East China and Shanghai power grid,three methods of peak regulation resource sharing are proposed,including flexible utilization of peak regulation power resources in East China power grid,joint dispatch of power plants in East China power grid,and participation of the electric power from external regions in the peak regulation. Some supporting policies and recommendations are proposed as well.
