Abstract: The occurrence of medical disputes and the settlement of the disputes are closely related to the main body of the disputes, and have an indispensable relationship with the government and social organizations. Medical humanistic emotions can strengthen the communication and reduce the disputes between doctors and patients; the improvement of hospital rules and regulations as well as the implementation of standardized management can reduce the dispute; hospitals should attach importance to the education, actively take the initiative and holding integrity early intervention to avoid and solve disputes. In addition, the government and the relevant organizations should open up the settlement mechanism and the way outside the litigation, reduce the litigation and improve the validity of the dispute settlement. The prevention and disposal of disputes require the joint efforts of the hospital, the government and related parties, which decided by the social attribute of medical disputes.
