Abstract: The concept of lifelong education and lifelong learning began to appear and became popular around the world from the 1930s and 1960s. There are different levels of disagreements,de-bate,and even criticism to the two concepts due to various reasons. This paper studies and compares the origins and different expressions of the two concepts,points out the same or similar points of the them:Education is permanent,continuity in space and time of extensive property,nationwide ob-jects,etc.;And the difference lies in the different backgrounds of the concept,starting points and connotations;The relationship is the conceptual lineage and the consistency of the fundamental pur-pose.
