Abstract: It has been 21 years since the ending of apartheid and the building of a non- racial democracy in South Africa.The political reform and democratic transition have avoided racial conflict and social turmoil following the principle of reconciliation and coexistence.Based on a sound constitutional system,a new democratic and diversified unitary state is in shape.A relatively smooth economic and social transition has been achieved in the spirit of equality and inclusiveness that is a historical progress in South Africa,As new changes occurred in domestic and international situation in the last two decades,the advancement and governance of South Africa also face new challenges.It is necessary to further improve the new dispensation and it is crucial to uplift governing effectiveness so as to keep South Africa on track in consolidating national unity and social coherence
