Abstract: Privileges include two aspects:the non-public control of public property and the non-public use of public pow-er,and are characterized by expansion of the exercise of power,expansion of position consumption,and that some privileges are hidden to some extent.The legitimacy of powers (rights)includes normal duty power,the rights enjoyed by special populations and individuals as well as special rights granted by the government to special groups based on special consideration for them.In order to overcome the privilege thought and privilege phenomenon,the mentality of"wanting" the privilege should be removed in mind,the cage of"ability" to obtain privilege should be tightened in systems and the luck to "dare" the privileges should be eliminated from actions.
