Abstract: The regional industrial upgrading of Ningbo has put forward new requirements to the college and university personnel training, and the colleges and universities are actively exploring the talent training mode reform. Under this background, Ningbo University of Technology, as the chairman unit of the first "Council of applied type undergraduate colleges and universities alliance in Yangtze River Delta", the first pilot university of Zhejiang application technology and the national newly built university Party construction seminar president, has carried out theoretical innovation and practical exploration on the engineering development personnel training. This paper introduces the "3 base" undergraduate education combined with the "3I" trait culture jointly committed to the application development engineering and technical personnel training.
