Abstract: 通过对“珠海有轨电车建设”舆情中44篇新闻报道的分析,发现此次舆情呈现出触发点多、持续时间长、参与者众的特点.要有效消解公共舆情,政府必须进行反向动员的框架塑造,要进行反向动员的框架塑造也必须进行议程的设置,从而对公众赋予认知或强化认识,帮助他们建立起符合国家需要的信仰,建立起对事实的理解,形成对未来的幢憬.反向动员的框架塑造是舆情中动员竞争的宣传方式,其内容包括:标注、归因和引导;其策略包括:舆论一律、情感动员、钝化边界和设置议程.
