Abstract: The Gelugpa monasteries formulated a set of comprehensive and systematic monastic rules and regula?tions in order to strengthen personnel management. The core of the regulations is"five precepts", which involves every aspects of a Buddhist scripture learner’s life, and with the development of the times, it expanded some?what in terms of its content. In order to ensure the implementation of the regulations, the Gelugpa monasteries set up the post of inspector, and worked out the corresponding penalties. In the practice of regulation abidance, those lamas of Tibetan Buddhism acted as a model and played an exemplary role. It is of great significance now to develop Tibetan Buddhism by utilizing some of the regulations, which are still proper the development of the times to standardize monastic personnel management.
