Abstract: The objective of this research is to compare the characteristic development of higher education in Taiwan and Zhejiang. It, therefore, puts forward four constructive proposals for the advance of Zhejiang’s mass higher education based on the experience and lessons drawn from Taiwan’s educational evolution:optimizing top-level design, strengthening elite education, assisting non-governmental education and enhancing quality construction.
