Abstract: The establishment of the system of social security is a significant action to realize the fairness and justice of the society.However, the incompatible and local- oriented system of social security has been one of the significant factors that obstacle the sustainable, rapid and robust development of our economy and society. Suzhou, as the pioneer in the reform, has realized the merge among pension insurance, medical insurance and minimum living allowance for the residents in urban-rural areas, and has accumulated abundant of experiences in the reform to integrate the systems of social security in urban- rural areas. It is implied that the extent of integration that merges the systems of social security in urban- rural areas is heavily relied on the development of local economy.Therefore, the system design of social security is supposed to promote the fairness for residents in urban-rural areas in policy selection. In addition, in order to promote the integration of systems of urban- rural social security, to design a reasonable and feasible norm is a necessary condition. Finally, the promotion of integration of urban-rural social security has to be conducted slowly and gradually.
