Abstract: The “credit bank” system is a new type of educational management system that calculates all kinds of learners' learning achievements. The establishment of the "credit bank" system has become an important trend of the world education reform and development in many countries. Taking our national conditions into consideration, the system mode guided by the qualification framework and technology path of "framework + standard" should be selected. The framework of authentication, accumulation and transfer system of learning outcomes at the national level is designed.
