Abstract: The human resource management of the social organization cannot provide institutional incentive for‘civil society’.The dilemma of human resource management is caused by the un-adaptable and un-flexible of social organization’s human resource allocation.Based on macro and micro data,the thesis analyzes the realistic dilemma and the institutional strategy,and finds that the macro realistic dilemma takes the form of the culture and value system lack caused by the insufficient of system and value,and micro realistic dilemma takes the form of value cognition deviation,narrowed career development route and so on.Therefore,it provides a human resource management framework for the social organization based on value system.The thesis considers that the long term and short term system supply should be enhanced from the perspective of macro institutional strategy,the self-regulation and governance structure should be more concerned from the middle view,and the problem about the system incentive for the stable operation of human resource management framework should be solved for matching the nature and characteristics of human resource of the social organization.
