Abstract: Public affairs and management science that desire to explore and face the core issues domain are the governance and cross-domain.Political academic world in America today emphasizes quantitative analysis methods,research achievements were difficult to understand and failed to respond to the needs of social reality expectations,so research budgets are cut drastically.Yet,Taiwan academic institution of higher education always followed the lead of the United States.Current government policies studied and planned by the scholars are often deviated between knowledge and action,and how to clarify and define the complex structure cases has become a priority issue.In this paper,the authors organize the practical experiences of promoting the public management education in southern Taiwan,and focus on the cross-straits exchange externally and studying and organizing the theoretical framework and analysis methods internally.In this experience,we had deep understanding that the core issues of public affairs management are how to cover and connect the individual cognitive essence and group behavior phenomenon in terms of carrier condition that making a comprehensive survey.The objective situation,individual cognition,interpersonal connection of individual and group of governance framework,and definition and clarification to contingency condition will help to analyze and process the public affairs.But,it still depends on civic awareness of individual roles involved and the development stage of the subject case location.
