Abstract: As a result of vigorous governmental support, the cultural industry is booming and has increasingly become one of the pillars of national economy in recent years. Nevertheless, there appear a great number of problems such as immaturity of policy system, improper industrial structure, lack of top talents, and inadequacy of laws and regulations in the cultural industry.These problems mainly result from the unnecessary interference of the government and the indecisive role of market in allocating the cultural resources. Therefore, to solve these problems and upgrade the cultural industry, we should refer to the advanced experience of developed countries and strengthen the governmental functions in planning, guiding, serving and regulating the cultural industry, during which the complimentary functions of market and government are fully displayed by means of constructing the sophisticated system of industrial policy, adjusting the structure of cultural industry, establishing various service platforms, and reinforcing the intellectual property of cultural industry.
