Abstract: In order to promote the effective implementation of the classification regulation policy and land supply plans, this paper divides the types of real estate investment risk into demand risk, supply risk, supply & demand risks and housing price deviation risk, and in accordance with the classification to build the evaluation index system, uses the K- means clustering analysis method to classify the risks for 20 major cities. The results show that, due to different fundamentals of the cities,risk types would be different, and the measures taken should be different. Therefore, for the cities of supply risk, the government should control the rhythm of land supply, adjust the housing supply structure to prevent the risk; for the cities of demand risk and supply & demand risks, the government should optimize the industrial structure and strengthen population import in order to promote housing consumption demand; for the cities of housing price deviation risk, the government should adopt market- oriented regulatory means to promote housing prices to return to a reasonable level.
