Abstract: China faces two significant challenges when pursuing its peaceful rising under the framework of current international system.On the one hand,such a rising is limited in economic field to a very large extent,implying a long way to go for a comprehensive rising;on the other hand,there are increasing international alarms about China’s rising,implying great obstacles for peaceful development strategy of China.Based on historical analysis of great powers rising,China should balance the four elements for realizing its comprehensive rising,including economic rising as physical premise,moral rising as the support of economic rising and the bridge between the wealth and the power,and military and institutional rising as the guarantee of sustainability of rising.While not as a rule,the implication of historical cases is that big powers should pursue moral rising rather than military rising after gaining certain economic rising.Given the fact that China is moving to higher level of economic rising,China needs to gradually shift strategic focus to moral foundations building and ensure that military and institutional rising serves and submits to moral rising.
