Abstract: With the rapid development of the science and technology, innovation has become the new engine of regional economic development. This paper analyzed and selected some important factors of city. Then this paper constructed the eval-uation system of independent innovation. It calculates the a-bility of Changzhou and other cities independent innovation based on data. It also analyzed the shortage of Changzhou, just as power insufficiency and so on. Finally, recommenda-tions were given on how to enhance the ability of Changzhou independent innovation based on the evaluation results.
