Abstract: While largely remaining unchanged, the international system is undergoing some major changes, which constitutes the basic environment and binding forces for China’s ongoing peaceful development.Meanwhile,China’s sustained rise has become the most powerful engine driving a more balanced power structure in the international system.Changes in international power balance are die starting point for adjustment of the international system, which will lead to changes in international interests and international norms. As the international system undergoes adjustments,China needs to steadily improve its comprehensive strength, fight for equal rights through cooperation with other developing countries, participate in supply of international public goods based on its capabilities, and ultimately build a new major-power relationship with the United States,so that it can continue to pursue its goal of peaceful development while pushing reform of the international order to make it more equitable and reasonable.
