Abstract: Since 2014,violent terrorist incidents resulted in a huge loss of citizens and society,the anti-terrorism legislation is imperative,it is to strengthen legislation on civil rights and obligations in particular in order to pro-mote social stability. Internationally,the anti-terrorism legislation on civil rights and obligations are to make provi-sion,the basic principles of the rights and obligations of citizens should be established in the process of China’ s anti-terrorism legislation,which can protect citizens’ personal rights and property rights,the right to information, legal education,help,human rights,clear counter-terrorism obligations of citizens.
