Abstract: The paper calculates and compares the overall efficiency, pure technology efficiency, scale efficiency and su-per-efficiency of 15 cities at prefecture-level in Anhui Province, and analyzes the non-DEA factors affecting the decision-mak-ing unit. The results show that the super-efficiency model is more reasonable in evaluating the industrial technology transfer effi-ciency of cities at prefecture-level in Anhui Province, compared with the traditional model of efficiency evaluation. The main reason for the inefficient overall industrial technology transfer efficiency of 53.5% cities at prefecture-level is the investment scale. The government should continue to increase the investment of funds and personnel on industrial technology transfer,and improve the efficiency of utilization and management of technology transfer investment.
