Analysis on the Attributes of Stakeholders and the Choice of Governance Strategies Regarding the Conflict Between Land Use Planning and Urban Master Planning:Taking Normal Municipality as Example

Abstract: The purposes of this paper are to analyze the attributes of the identification regarding the conflict between land use planning and urban stakeholders based on the stakeholder master planning, and further explore corresponding governance strategies. Methods employed include standardized interview, and the Likert Scale method. The results indicated that there were 17 stakeholders involved in the conflict, who could be classified into four types according to their power and interest attributes. Nine of them are key stakeholders including municipal government,departments in province level and municipal level such as land resource, construction (Planning), officials, etc. Different strategies should be adopted to manage different types of stakeholders, such as establishing consultations and cooperation mechanism between superior government and subordinate government and within government departments, enhancing supervision strength, and reforming official's assessment mechanism.
