Abstract: Collaborative innovation is a new major strategic deployment after the"211 Project and 985 Project", aiming to improve the overall level of China's higher education,comprehen-sively improve the quality of higher education, and promote the sustainable and healthy development of higher education, and it has proposed new requirements for university scientific research management. This paper briefly analyzes the opportunities and challenges for scientific research management in local universities in the background of collaborative innovation, and proposes measures of strengthening scientific research management in local universities.
