Abstract: Learning from history we can know the rising and falling of the society .From today’s perspective , the story Capture and Release Seven Times in The Records of Three Kingdoms involved the relationship between officials and problems of minority nationalities .The history of the world has all proved that human beings are the core elements to implement effective management .Based on the history ,the reality and the theory ,minority cad-res have special advantages in resolving national disputes and governing minority areas .In the cultivation and ap-pointment of officials from minority natioalities ,we should try to open the sources ,increase their ability ,place full confidence in them and bring up their moralities .
