Abstract: T he great success achieved by 30 years opening-up and reforming is due to the Par-ty’s persistence in mass line ,which is still applicable to the reform proposed in the Third Plenary Session of the 18th Central Committee of the Communist Party of China .” All for the people all depend on the people”is the starting point and also the stand point of all-round reforming ,and“From the people and to the people”is the important guarantee for deeper re-forming .To deepen the reforming and persist in mass line should go side by side .
