Abstract: This paper reviews emission standards and current control practices of storage tanks, transfer operations, wastewater treatment, process vents, cooling towers and flares in a refinery. Best available techniques and future control strategies are suggested for above mentioned VOC emission resources. VOC emission control and treatment techniques have been developed well for most of VOC emission resources, but these techniques are often considered mainly for single and dispersed emission resource and less optimized and integrated for large quantity, emission complexity and disperse of VOC emission resources in a refinery. In future, VOC emission control and treatment techniques will be improved toward the integrated VOC emission reduction and high efficient combination of centralized and dispersed control and treatment, and VOC emission control standards and regulations will be proposed based on design requirements, control and treatment of VOC emission resources and fence-line monitoring.
