Abstract: Multiple enrollment mechanism of higher education institutions is the key measure of promoting comprehensive reforms in education. Education system is regard as an entirely structure embedded in the society. The obvious logic in the structure is causality of appropriateness as"means-end"paradigm,which means that all the education settings including primary,junior,senior schools are artifices and only higher education is the target. If significance of appropriateness is considered as the deep logic of multiple enrollment mechanism,the independent variable and dependent variable should be re- defined in the different educational context. Consequently the "conceptual construction"will properly become"reality construction".
