Abstract: When county and primary hospitals progressively carried forward the policy of zero price markup of medicine, provincial and municipal hospitals should also gradually keep up. However, without the basic governmental subsidies, how to maintain the normal operation of the hospital? How to ensure that staff salaries and income? How to guarantee the input into the science, teaching and research? To deal with those issues, it should be approached from reducing operating and management costs, adjusting medical structure, and enhancing operational efficiency. Therefore, it is the requisite“change”for the hospital to strengthen“Performance Management”. Our hospital introduced Kotter Change Management Model, carried out“Performance Management”guided by the head of department, and has achieved good results after two years of practice.
