Abstract: Since the reform and opening up, seven large-scale administrative institution reforms have been conducted successively in China to meet the economic and social development demands and to improve the governmental administrative ability and level. Throughout the whole process, much has been changed from simple emphasis on institution simpliifcation and staff reduction to the proposition of government function transformation as well as the reinforcement of administrative legal system construction. The attention paid to government function transformation changed from little to more, and to be regarded as the core and key process of the whole administrative management system reform. Moreover, the administrative examination and approval system reform is seen as the sally port and key place of government function transformation and is combined with law reform by the new State Council, thus the real implementation of government function transformation and the reinforcement of its legal characteristics.
