Abstract: As a response to the modern crisis of traditional bureaucracy,government temporary employee system got completely different social evaluation in China and western countries. The fundamental reasonisthatChina’sgovernmenttemporaryemployeesystemfacesfivepredicaments,including constraint predicament,national mood predicament,demand predicament,guarantee predicament,management predicament. For changing these predicaments,relevant government departments should take four measures: introduction and publishing,strengthen management,introducing social supervision, and reengineer the Government Human Resource Management System.
