Abstract: While some historians have held that the appearance of English par- liament in the 13th century is only the result of the socio-economic cbangesaround that time, the author, critically assimilating some analyses made byWestern scholars, stresses the effects of the constitutional tradition, thedevelopment of the government as well as the socio-economic changes onthe origin of English parliament.
