Abstract: A system of financial compensation for ecological benefit of forest is key measures which can carry forestry forward wholly development, the analysis should base on the labor-value theory and the reproduction theory of Marxism. Financial Compensation for forest externals should be public-Welfare forests, not be timber forest. A standard of Compensation is forest value, public-welfare forests should have profits, financial compensation is a guarantee of extended reproduction of public-welfare forests. Public-welfare should be progressively compensated by user.
