Abstract: Forestry System is the basic problem for our forestry development. So we discuss the essentiality of forestry system reform in this paper. According to the characteristic of economy，ecology and sociality of forestry，we advance separate management method for ecology forestry commercial forestry，furthermore probing some reform measurements for establishing new forestry management system about property right system, main body of market，exchange market，management function change，assorted policy and so on.
