Abstract: 人才资源是经济社会发展的第一资源.面对日趋激烈的国际竞争形势,实现人才价值,走人才强国之路,是当代中国走向强盛的战略选择.人才价值实现具有能动性、创造性、增值性、再生性特性.中国是人口资源大国,但是存在人才整体质量不高、人才贡献低、人才体制机制僵化、人才开发总体投入不足等障碍因素,从而制约人才价值的实现.在人才资源开发中,应积极实施人才优先发展战略,坚持人才“以用为本”,通过加大人才教育培养力度、创新人才发展体制机制、改善人才成长生态氛围等途径,为人才价值实现创造良好条件.
