Abstract: 实行城乡教师定期轮换制度能从根本上促进教师资源均衡配置,但必须以完善的流动教师利益补偿机制为前提.工作的轮换必然导致利益的改变.为此,应从影响流动教师利益变化的三个因素:校际收入差距、流动成本和环境差异损失出发,根据教师流出流入的学校类型视城市、农村和艰苦地区等不同情况分别对流动教师进行成本与收益的具体分析,并以此为依据,进而从经济补偿和精神补偿两个方面建构流动教师的利益补偿机制.
