Abstract: 行政文化是文化在行政领域的具体化,是行政管理的灵魂之所在.目前我国的行政文化陷入信念与信仰的缺失、以民为本的服务意识淡化、官本位思想和特权观念严重、法治型行政文化与人治型行政文化的冲突等诸多困境.要培育公共服务型行政理念,完善健全的行政制度体系,建立科学、高效的行政决策机制,克服文化障碍,不断创新行政文化,推进电子政务发展.
