Abstract: 建立适应社会主义市场经济的人力资源管理制度,是建立现代大学制度的重要内容。深化高校人事制度改革,必须整体设计,教师与管理人员聘任改革同步推进,将教师聘任的权力和责任赋予院系,实行教师评价制度创新。其关键是实行科学管理,从以事为本转变为以人为本,从重数量和效益转变为重结构和素质,从人事管理转变为人力资源管理。
